Please let us know, what you want to achieve and what you are trying to do.
For a local repository, the documentation (SQL Developer Dialog Boxes and Wizards) indicates that file:/// protocol access should be used, not svn://. Try editing your SVN connection to use that form of repository URL to connect to the local machine. If you are actually trying to connect from a different, remote, machine to that local repository then you must either:
- Install some server version of SVN on that local machine.
- Possibly access it via the file:/// protoctol through a mapped network drive on the remote system back to the local system.
