Why not? Is it because you don't have a database to logon to? You can't use SQL Developer to create a database. You'll need to use the Database Creation Assistant or SQL*Plus to do that. Or you can download a virtual machine appliance that already has a database setup on it....

I assume you are referring to SQL Developer ? Since it is using JDBC, you might want to make sure your listener (lsnrctl) is up and running. Then, make sure you can logon with the schema you intended to use.
e.g
lsnrctl status (make sure it is up)
sqlplus HR/password@orcl (assuming HR is the schema, password is the passworld and orcl is your service name). If you can logon with this, you sql developer should be working All you need to find out is the hostname.
I am also assuming you are not using Oracle 12C with Multhreaded enabled. That may need OS authentication.
It would be super duper helpful, if you can provide the errors you were seeing.

I instaled EX version of the database and now I can logon from PLSQL developer.
I have read two Oracle books recently one about SQL fundamentals and another about introduction to PL/SQL.
(I'm about to finish studies and now volonteur in company that works with Oracle technologies).
I don't know how to logicaly create schema - database for particular project so my tables can be logicaly grouped and not together with existing tables in database.
I supose You know how.

1. This is for SQL Developer, not PL/SQL Developer
2. This is for SQL Developer questions, not for creating tables and database design.

Like others have suggested, you have landed this question on a wrong the forum. But, I will try to address it briefly anyway. In term of grouping tables in logically location.
Syntax to create table.
create table MYTABLE( rec_id NUMBER PRIMARY KEY, rec_name VARCHAR2(30)TABLESPACE SOMETABLESPACE;Syntax above will create a table MYTABLE and allocating to a logical location call SOMETABLESPACE tablespace. You can allocating the table to any user tablespaces during table creation.
As Jeff suggested, please ask further questions that are not related to SQLDeveoper on a dedicated forums so they get addressed faster and more accurately

It should be pointed out that the above will create a table in the schema of the currently logged-on user. I certainly hope the OP doesn't follow that advice while logged on as SYS or SYSTEM . ...
