Where is code beautifier in oracle sql developer (if any) ?
My version is 18.104.22.168
does not exist
Beauty is in the eye of the beholder...
I've never found a set of settings which exactly matches what I want.
So maybe it's me who should change?

How do I run it?
Honestly, personally I don't need it. But my collegue asked me do I know what feature is missing in oracle sql developer VERSUS (other popular sql developer).
Look at the functionality under Tools > Preferences > Database > SQL Formatter and customize (to the extent allowed) as you like.
Also, note that the right-click context menu in the Worksheet and PL/Code editor both offer a Format item (Ctrl+F7).
Yep, "Format" in context menu does work.
But Ctrl+F7 doesn't work.
Is it disabled somehow in my case?
It (Ctrl+F7) works for me in 4.0.3, both in a worksheet and PL/SQL code editor. Depending on the SQL Formatter settings, sometimes the Format action has no effect. For example, a short, single line piece of SQL may already be formatted according to the settings. However, if Format does something, then Crtl+F7 should also have the same effect.
Look at Tools > Preferences > Shortcut Keys to see whether Format is associated with Ctrl+F7. If it is, with Format working but not the shortcut key, then something may be corrupt in your user settings.
Well, maybe Ctrl+F7 is restricted in my OS (Ubuntu).
I just assigned Ctrl+Alt+7 for "Format" and it does work fine.
Another question is that default settings of Format are meaningless (for me personally) and should be changed due to flavor.
There are numerous settings - roll your own until you like them!
