How to Remove Express Receive from iProcurement? (Doc ID 1544163.1)
1. Specify function exclusion of function Express Receive (POR_EXPRESS_RECEIVE)
a. Navigate in System Administrator to Security / Responsibility / Define.
b. Query your iProcurement responsibility (the one for which you want to remove Receiving functionality)
c. For the menu exclusion, choose Type = Function, and search for %Express%. Select Express Receive, click OK, and click the Save icon to save the form changes for this responsibility setup.
2. Set the profile POR: Support Review for Express Receive = N
3. Bounce iAS/Apache for the changes to take effect
4. You may also personalize the page where the Express Receive icon is shown, and hide the icon. (otherwise, the Express Receive icon will be shown but the user will not be able to use it after the above exclusion and profile setting is done)
To personalize and hide the Express Receive icon
a. Click on the link above the table "Personalize "This table displays a list of rece...""
NOTE: If you do not see the Personalize links, please set the profile FND: Diagnostics = Yes, at the USER level, bounce iAS(Apache), login with a new browser session, and retry.
b. Click the pencil icon for Flow Layout: Receive, and Choose Rendered = False (at the Responsibility level for this iProcurement responsibility, or any other level desired). Click Apply to apply the personalization.
c. Return to application
d. Verify the Express Receive column is not shown any more hence also the button is not shown.
NOTE: You may implement similar personalization if you see the receive option on any other page in iProcurement

The idea is to disable express receive and only use the normal receive button. That way iProcurement will prompt the users to enter the quantity manually rather than defaulting to the full amount.
Hope the steps given above will achieve it.
Does unchecking 'Allow Express Transactions' in Receiving options fix this issue ?
That is to avoid express receipting in iProcurement.
'Allow Express Transactions' in Receiving options works for Form based receiving. For disabling Express receipt in iProcurement, please follow the steps as per the above note.
It should work fine as per your requirements.
