Don't use SQL Developer's, Copy feature. That's intended for ad hoc/quick and dirty tasks. You'll want to want to probably use Data Pump and ship the data up to instance, and then import it in.
Do you have any advice for doing a Data PUMP Import from an inplace DB to an AWS RDS instance?
I did a DBMS FILE PUT of the dmp file from source to RDS target and the import creates the total amount of users halfway and dies out.
I am in the process of reviewing logs but wondered if you had any insight to this...

If you can create a database link, then I'd suggest to use data pump directly over this network.
But as this is not related to SQL Developer, I'd suggest to ask this question in the Database Forum instead?
