If I startup our CM (concurrent manager) and still no one is running, where can I see output logs to check why they won't startup?

You can check the logs from front end "administer concurrent managers" form. Click on ICM Manager -> processes.
Also in $APPLCSF/log
Please verify if there is any pending "shutdown" request exist for ICM from front end.
I already shutdown all apps and db and kill runaway zombie process.
Then startup all again, but the CM doest not start even if all the status is 0.
