FND_FILE.PUT_LINE accepts only varchar2. Because of implicit conversion of CLOB to varcahr2 you might have smaller outputs displayed.
If you would expect longer values in your CLOB, I would recommend you to use FND_FILE.PUT and loop based logic to display complete CLOB.

I would like to know if we are using a variable of type varchar, and trying to print it in output using fnd_file.put_line(fnd_file,output,:variable), will it accept after 32767 character.
I think the Max Line Size is set to 32767 in the fnd_file, which is the maximum size of varchar2 in PLSQL.
You could verify this by opening the fnd_file package.
