At this moment, we are already trying that solution.We identified more than 1000+ functions and creating New functions with the New menus etc.. Of course lots of effort in it.
Apart from this solution, Is there any other one ...Many customers would have done this... Oracle also marked as the Enhancement :-)
Feel free to let me know for any other solutions which can reduce the effort.
You can use FNDLOAD to download all the functions used in the applications.
After that, edit the file and use find/replace to change the function names and add the query only parameter.
Then you use FNDLOAD again to load the new functions.
Note: I doubt that you need all the functions in all responsibilities.
You should not have more than 50 functions per application.

We can use FNDLOAD. We need to identify the Functions which are required and Modify them to the new function.
And attach them to new menu and new menu to new responsibility.
We are thinking in those lines.
If there is any other script which copies and creates those functions related to all the Super user responsibilites, then it will save the effort.
If there is any tool somethign like that, then we can use it.
Still looking for the Options.
I do not know if there is a ready one but you can simply create your own!
Using a query, you can generate the FNDLOAD commands like the following:
select 'FNDLOAD apps/apps 0 Y DOWNLOAD @fnd:patch/115/import/afsload.lct Function_'||function_name||'.ldt FUNCTION_NAME="'||function_name ||'"' fndload_command
where function_name like 'AP%';
Of course you will need to join it with the menus and responsibilities tables to get the required list of functions!
