1.) Just for me personally /oracle/home/bifoundation very obviously does NOT match this ORACLE_HOME=/oracle/obiee_home/Oracle_BI1, but if that's cool for you continue reading.
2.) New installation or something which has been running a while?
3.) Have you checked whether the file actually IS located in that directory?
4.) What about folder + file permissions? Are you sure that the services can access the files and have read permissions on all the folder structure and files contained?

File Location -
Actual my ORACLE_HOME is set to /oracle/u01/app/oracle/product/12.1.0/db_2..
For above error, I update ORACLE_HOME to OBIEE home location
File is not present in this directory - /oracle/home/bifoundation/server/locale/NQLocale.xml
Actually file is present in OBIEE home directory.. - /oracle/obiee_home/Oracle_BI1/bifoundation/server/locale/NQLocale.xml
Permission for file NQLocale.xml is 777 and containing folder too..
Nothing any installation is going on..
Still same error..:(
It checks in the wrong home...have a look at the contents of your setEnv.sh and make sure that everything picks up the correct environment variables and substitutes them properly.
I found "setEnv.sh" on three different location under OBIEE home.. Which one to be used..Kindly help
[oracle@ipltest obiee_home]$ find -iname "setEnv.sh"
And I need to update followings or what to "setEnv.sh" file??
Ok next check: yourhome/user_projects/domains/yourdomain/bin/setDomainEnv.sh
Any mismatch of your two paths above in there?
Resolve by following activity..
Have the all invalid Library path.
It should be TNS_Admin=…………………./network/admin rest of things comment it.
Comment other LD_LIBRARY_PATH,HOME then restart.
