I think does Planning not differentiate between multiple locations inside one organization as it plans at the organization level, only. Check what is the location set in Purchasing -> Setup -> Organizations. I think this is the value that will be populated on PWB Ship to location. So if BPA ship-to for the same organization is different than what is setup in org form, then you may have to modify the same using Release Hook.

One follow-on question please (and understand that I am most definitely a front-end user and not overly technical). I have received guidance before that references "release hook". Would you define this please?
If you are conversent with Planners Workbench of ASCP, then understanding the release process is easy. Output of Supply Planning Process is a set of recommendations- such as planned Order, reschedule order, cancel etc.
Planned Orders are the are new Supplies that needs to be executed to satisfy a demand. A Planned Order can be Purchase Requisition or Work Order. So if the plan recommendation is to be implemented, we follow the process of releasing the recommendations to execution systems (ERP). So from UI, you would enable the For Release Checkbox and save the specific row so that that recommendation is converted to a Purchase Order / Purchase Requisition or a Work Order.
Some of the businesses need unique release rules that are not part of the standard product. One example is the case that you have elanborated. So to achieve this process, Oracle has provided a place holder so that customer can insert their specific logic(i.e. Custom SQL code) to be used while releasing the Planning Recommendation to ERP. These place holders are called Release Hooks.
