Actually, we have the same problem.
I think it depends on mouse drivers. I have been using different mouses in past 2 years, with some scroll was working (but only in web runtime, never in form builder), and with others not.
We don't, in general, update already released versions, so no.
If you absolutely must have a particular fix in a version that has already been released you need to log a one-off request with Support.
I suggest you upgrade to 10.1.2.2.
