Most likely your stage directory is corrupted. Please run md5sum to verify the integrity of the stage area directory.

If the stage directory is corrupted, clean your previous installation, fix the stage directory and run Rapid Install again. If you hit any issues during the installation, please check the log files for details -- Troubleshooting Rapid Install for E-Business Suite Release 12.2 (Doc ID 1378579.1)
Thank you very much for your reply. There were two weblogic installers in that directory, one a .bin and one a .jar. We removed the .bin file and it ran and installed correctly. Why there were two installers is a mystery.
