I found that if I ran it out of the subdirectory sqldeveloper/bin it started then. But after shutting down it wont restart. I expect this is because of Windows permission restrictions because it was unable to write some file system.sys on shutdown.
if you ran as admin, it shouldn't have any problems writing files
what version of windows are you on?
if you try to start the exe out of the root directory in a cmd window, what do you see?
The Windows administrator has packaged it to run in a Windows 7 virtualized shell (I'm not really sure how that works). It ran the first time when I ran from the bin directory, but failed to save some files when I shut down. Now it just hangs on startup whatever executable I run. If I try to run it out of the command window this is what happens. There are no messages apparent.
I go to the Application properties in Windows and "Open File location" to get the virtual directory which I can then change to in command prompt.
Then the splash screen loads and hangs at this point running sqldeveloper64W apparently
