Where are you accessing the external URL from?
Have you checked the firewall rules?
Are you able to ping the external URL?
so far I am trying to access it from internal location only.

I am not seeing any error while starting opmn services.
I am seeing following message

One more thing I want to point out that, we have not installed second NIC card.
I am able to start external opmn services. status is active for all services.

http://external_server.domain_name:8080 gives me page not found error.

and see if it may help.

get ons-connect external-server-ipaddress, 6261: BIND cannot assign requested address
as per the note mentioned, the ip address has to be of proxy server, correct?
I was able to get rid of that error (connection refused) with some other setup in the context file for the external tier.
I do not have ipaddr of the proxy server in the notification-server as suggested by the note you have mentioned.
My services are up and running now.
How do I access the login page of the new services now?
if I do http://externalserver.domain:8080 I get page not found.
