login as SYS, not SYSTEM to grant that priv
and grant it with extreme prejudice - it's powerful
note in Database 12c we have have broken down many of the administrative bits of the SYSDBA role into less powerful ones. This gives you more discretion over who can do what in your database
While logged in a SYSTEM, I'm trying to create a new user and grant him all the system privileges, but doing so always shows up the following error:
GRANT SYSDBA TO TestUser

Second - SYSTEM does NOT have the SYSDBA privilege, only SYS) so can NOT grant it to other users
