The locking mechanisms and "best practices" of one RDBMS system compared to another RDBMS are usually sufficiently different to warrant a complete rewrite of the functions/procedures.
What is common practice for <system X> can be a nightmarish idea for <system Y>. And, vica-versa.
As such, there is no tool that can automate the translation of code from one database system to a different database system and get it 100% correct.
