Any information on Oracle forms 12C support ? Till when oracle will support 12C?

You can format Label column in your chart source Query so it will took less space. For your case you can use abbreviated month name like Mar, Feb, Jan, etc.

If it's JET Charts then you can set the X axis label size in percent or pixels by this chart's Advanced JavaScript code:

function( options ) { 

    options.xAxis.size  = "30%"; // define size in percent

    options.xAxis.size  = "100px"; // define size in pixels

   

    return options;

}
