What exactly is your requirement? You can use form personalization to trigger things in the form (which is far better than building database triggers). You can trigger execution of a procedure or submit a concurrent program or default fields, rename fields, make fields required, etc. The events you can use are for example WHEN-NEW-FORM-INSTANCE or WHEN-NEW-BLOCK-INSTANCE, etc depending on how often it should be triggered.
If I understand you correctly it only needs to fire once, so when-new-form-instance should suffice.
