You are posting into the wrong forum since this one is only for the SQL Developer tool from Oracle.
Having that said,
does the logfile show anything useful? You also could try to specify a badfile for your external table. If that receives any rows you will know these could not be loaded.

I made a BADFILE but the records in it seemed to be good. I could not find any problems in the BADFILE.
Is there any way to read these records and do not use UTL_FILE?
Well, you could use the good old SQL Loader. Have a look for it in the utilities section of the docs.
1. As you were already told you have posted in the wrong forum. Please mark the thread ANSWERED and repost it
2. Oracle does NOT put 'good' records into the bad folder. So if those rows are in the bad folder they are 'bad'.
