I am not sure how you had partitioning disabled after upgrade to 220.127.116.11. It is pretty straight forward upgrade and doesn't disable any options.
I would suggest you go through Doc ID 1312416.1
it has all details about partitioning and its impact.
as in your case enabling partitioning should not have any major impact on DB
Thanks for the comments Pravin. I am waiting to see, If someone can provide a concrete answer.
You can check dba_objects/dba_tables to see if any partitioned tables existed on your database before Upgrade. May be no one ever enabled it in first place.
If it was enabled and got disabled during Upgrade, i suggest if you can build a dev instance for testing purpose the same way from any previous backup.
Can give an idea where it could have gone wrong.
Although there is a part in Recommended Post Installation step which states that there would be few options in enable and few in disable and wee should check and enable/disable options likewise.
Quite truly, i found the note on Oracle Database Installation Guide for IBM AIX on POWER Systems (64-Bit)
Depends on what platform your database is on, i did check Document for Linux but did not find similar note.
