i've encountered the same problem.
Look in the ords_manual_upgrade.sql for the following line
else if (l_julianDay < 344) then
This is wrong
change it to elsif (l_julianDay < 344) then
After that The script should run successfully with 1 error
SP2-0310: could not open file "./18.104.22.1689/core/example_upgrade.sql"
because it doesn't exist. In that folder there is bug_22368777.sql but it is not called.
Furthermore, I do not understand at what point the upgrade to 22.214.171.1241 is done, because there is no such folder.
all in all the manual upgrade is a little bit confusing and it would be nice if a oracle person in power take a look over the scripts.

We "hot-fixed" it by adding the missing "end if", but I didn't believe that such an error could do it to the production-release
After the fix we could successfully upgrade:
select version from ords_metadata.ords_version;
