I tried the look and feel to host from Preferences still the same.
I have this problem on any machine I tried with Windows 7 x64 so far.
you've got a nicer machine than I do, so you should be flying
for Look and Feel I def recommend the 'Oracle' look and feel.
you could try increasing the jvm memory since you have plenty to spare. in the product.conf file in your AppData, Roaming, SQL Developer, 4.1.0 folder you can adjust the jvm settings like Xms and Xmx
It's nice machine but I'm remote desktop to it , but the rest of apps work fine.

the MSFT stuff doesn't make it run/respond/draw any faster for sure
Do you have direct access to the machine? If so, then try when logged in locally. See if the behavior repeats. If it doesn't, you'll know its due to the RD session.
When I use RD to connect to my workstation, SQL Dev (and other products) are more sluggish then when I'm logged in locally.
