I am having issues in setup a new database on a existing ORDS instance.

Is this a bug or I forgot a step?
I can confirm that it was bug in ORDS 3.0.0/3.0.1, but it was fixed in ORDS 3.0.2.

But if you still are facing this bug in ORDS 3.0.3, then you can report it to Oracle using My Oracle Support.
Here is one workaround suggested for the URL Mapping Bug : Re: One ORDS - Multiple databases
When we try to use ORDS without APEX, as is the case with AutoREST, you need to give the schema name into mapping => java -jar ords.war help map-url
In you case, try:
java -jar ords.war map-url --schema-name SISTM --type base-path /dev DEV
