Oracle DB Client 10g does not support Windows 10. I would recommend upgrading to Oracle Client 184.108.40.206, which does support the OS.
I am not getting the download version for Oracle Client 220.127.116.11.. i am getting the Database for Oracle 18.104.22.168.
sorry i am new to oracle not sure what is the difference between Oracle DB Vs. Oracle client.

The Oracle Client allows your application to connect to the Oracle DB server.
You can download the Oracle Data Provider for .NET (ODP.NET) here, The ODAC download includes ODP.NET.
If you are new to ODP.NET, I would recommend using managed ODP.NET (Oracle.ManagedDataAccess.dll). You can find beginner tutorials to get started using ODP.NET here.

i have install Oracle client 12 and refer in my .net application (VS 2008).
but now i am getting different error " vshost.exe has stopped working". can you please help to solve this issue.
vshost.exe is a Visual Studio hosting process that enables debugging features. It's not directly related to ODP.NET nor Oracle.
There's probably some issue with how you have debugging setup. If you google this error, you will see suggestions for how to resolve it.

i am able to to resolved the "vshost stopped working" issue.
but again i am getting some other error " application.exe file stopped working". This error is appearing when is pinged to conn.open(). method.
i have reinstalled both VS 2008 and oracle client but no luck.
in the application log i am getting this details:

I haven't seen this problem before. It sounds more like a generic VS issue than one related to ODP.NET. Can you connect to the Oracle DB via the Oracle tools for Visual Studio? The tools also use ODP.NET to connect.
