I agree, that would be a bug. Please send that to My Oracle Support. You can open SR's on SQL Developer.
As a workaround, unset the preference, and add the ALTER SESSION to a login.sql
MOS didn't let me open a technical SR, because we only have a partner account.
The process doesn't seem very flexible, so this might stay unreported - or is there another way I'm just not aware of? (I searched for a description but couldn't find one)
reporting bugs, getting updates on bugs, official enhancement requests, all of that goes through My Oracle Support
the forums can't be used as a shortcut to get around your maintenance costs
that being said, we can get things fixed based on things reported here - but you can't expect updates or for everything to be caught. if you want that level of service, you'll have to get setup with MOS
