Please post relevant lines from TomCat's error logs.
Did you configure the .war file?
Did you import that .war file into tomcat or did you use "a fresh copy"?
Why are you not connecting to the database as APEX_PUBLIC_USER or (i forgot name) ORDS_PUBLIC_REST_USER?
I believe the accounts need to have specific permissions in order to operate correctly. (specifically, PROXY USER capabilities)
IMHO - Only those accounts that were created through the methods described in the installation guide should be used.

Seems like the configuration files cannot be found by ords.war.
What's the output from java -jar ords.war configdir ? If the output is a relative path, change it to a full path and copy ords.war again to override the old one under webapps of tomcat.

please find attached java -jar ords.war configdir
in ords folder and webapps folder for ords.war file.

How do I change it to the full path? Do I need to reconfigure ORDS?

From the directory you unzipped ords, execute configdir command like:
java -jar ords.war configdir /home/xilan/ords/ORDS-Config
(Change the path to the correct one on your machine)
Then just copy ords.war to webapps/ and restart tomcat.
