After you upgrade to 220.127.116.11, you must apply the patches in the following document:
Patch Requirements for Sustaining Support for Oracle E-Business Suite Release 11.5.10 (Doc ID 883202.1)
It is not supported to export from 9i and import into any later version.
Moreover, you cannot export from 10gR1 and import into 10gR2.
The only supported path is to upgrade the database to 10.2.0.5 and then do the export/import.
This is true for 11i and R12 as well.

What is the complications will face if we imp 9i to 12c database (ebs environment)
I have no idea.
I've never attempted it since it is not supported. If this is a production environment then you must stick to the supported procedure.
Besides, upgrading the database from 9i to 10g does not take much time. You can do it in a separate downtime window.
