Does the data guard broker still manage the fal_server and fal_client parameters as it did in 9.2?

I found in the 9.2 documentation that these two parameters were removed but everywhere I look it seems people are populating them manually still and I see no mention of them being managed by the broker in 11 and 12 documentation. Are these still managed by the broker, or are they back to a manual process?

16 Initialization Parameters

FAL_SERVER = Specifies one or more Oracle Net service names for the databases from which this standby database can fetch (request) missing archived redo log files.

FAL_CLIENT = This parameter is no longer required. If it is not set, the fetch archive log (FAL) server will obtain the client's network address from the LOG_ARCHIVE_DEST_n parameter that corresponds to the client's DB_UNIQUE_NAME.
