The person you are looking for must be entered in the "Employees" form first.
In my case the pfofile option "HR:User Type" is graded out in all the levels like system,user and responsibility level
The profile option HR: User Type is usually visible and updateable at the Application and Responsibility levels. To check if someone updated it, you can use the Application Developer responsibility and navigate to Profile, then query for User Profile Name = HR: User Type and then click Help --> Record History If someone changed it, you can check with that person. You can also see at what levels the profile option is visible and changeable.
