Good question, but i don't think it's a SQL Developer question.
Check the privs for that user - you can see the queries we use in View > Log > Statements.
And make sure you're connecting to the right database.
I have in the compound (WODIS-TEST) a new user created: BGL_TEST.
The Oracle user WODIS which is used in conjunction WODIS-TEST, has the
CREATE SESSION system privilege with the Admin-Option.
Nevertheless, the creation of the CREATE SESSION is acknowledged authorization for the user BGL_TEST with the error message OA 01031
Create session with admin option only allows you to grant create session privilege to other users. To connect, you'll still need to grant the user BGL_TEST connect.
So for ex.
grant create session to BGL_TEST;
grant connect to BGL_TEST;
However, make sure that your WODIS-TEST has the grant connect with admin-option as well.
Or else if you try to run the grant connect to BGL_TEST; will fail.

I had my grant Statements always placed in the wrong service :-(.
The WODIS-TEST DB is a backup of WODIS DB. The User Wodis occurs in each DB! As SYSTEM-User but I have always used the Connection to WODIS-DB to set the rights for the user Wodis!
With proper allocation of course is working again "Everything" :-)
