Are cloning the environment?
adconfig.sh - did you run on dbtier, appstier or webtier?.
No we are doing a DR (disaster recovery ) test and the DR instance is always down.
So to complete the test we need to UP the DR instace and hence we ran the adconfig.sh
First on DB Tier then again on APPS tier.
Then to up the application ran script adstrtal.sh.
The application was up but when trying to launch forms we are getting the aforesaid error.

The DBC file, which is located at $INST_TOP/appl/fnd/12.0.0/secure that is $FND_TOP/secure.
You have to check if the APPL_SERVER_ID in the dbc file and fnd_nodes match or not.
If not matching , you have to regenerate the .dbc file using the adgendbc.sh under the location '$INST_TOP/admin/install'

As you advised that the adgendbc.sh placed under the location '$INST_TOP/admin/install' would regenerate the .dbc file.
So why do we need to comment out the APPL_SERVER_ID in the dbc files, if we run the script directly it would directly regenerate the file ?
