It surely seems Network related as you are connecting to BI server when in client Location. As you have already tried turning off firewall(hoping that u did that correctly), can you try to telnet to the BI server port while your are in VPN and see if that's connecting.
Also generally, we will have to allow ports to be opened when going through different networks, contact your network team and make sure the BI server port is open to communicate over VPN.
