Exactly what is the problem you are facing?
Login slow or forms slow or concurrent issue
Check is there any long running concurrent programs,
Check what is the process causing load on server with TOP command.
You can check opmn logs under $LOG_HOME/ora/10.1.3/opmn
application.log & server.log under $LOG_HOME/ora/10.1.3/j2ee/oacore/oacore_default_group_*
1. Need to examine AWR report (for 60 min interval) during the problematic period. This is to check any expensive DML/Query in the system (or) Concurrent Manger sub-system.
2. Check out the output of bde_chk_cbo.sql as per note 174605.1 to check whether init.ora are in tact.
3. Do you see any IO wait at OS level (you can use sar command to check this).

We login at forms, and view the transactions. When the detail line reached 500 or more and we browse the last line to update or insert data, it will hang for a long time. It seems it is extracting lots of parent and child record links?
We also monitor the Memory and CPU usage using "top" but the resource usage is just very minimal.
How can a FORM process be too slow but does not show in CPU or Memory usage, or does not eat CPU & Memory

As the lines increase more, the browsing will start to hang.
Can you enable Trace with Wait event to see if the delay was due to DB side (or) Forms Side
When you try to fetch records, database will have to provide you lot of records and this requires fetching of records from database. I would suggest you take forms trace and find out where exactly time is being spent.
Also need to check if this is happening only with this form or other forms also. It may be forms issue, based on forms version.

It mainly checks whether init.ora are in tact or not. If you find any discrepancy in the report, you need to fix .
To know RAM you may check AWR report or OS tools
