Simpler solution would be creating Custom Menu only for that form and custom responsibility.
Probably it will be easier to create more responsibilities. However, if you really need to go ahead as it is you can create a personalization on the form, checking which user is logging in and simply close the form if the user is not the desired one.

Yes, I can create a new responsibility and attach the custom menu.
That definitely is a simpler solution.
However , is there a way in which I can use the existing responsibility and just show this new menu for particular users.
Can anything be done by changing Roles or Security Access... I am not sure on this , just a thought.

Form personalization is also a solution but I am not sure if it will be an appropriate solution in our scenario.
There are around 50 users accessing the responsibility and access for the new menu should be given only to 2 users.
In this case, personalization will be triggered for 48 users.
Is it possible just to hide a particular menu for these 48 users
Create a new responsibility with the same menu and assign it to the 2 users. Then exclude the functions from the other responsibility.
You can achieve what you want to with RBAC but that's a WHOLE LOT more effort.
Well, it is not difficult to implement.
You can put the user id on the Condition, something like(for rel11i):
:FND_GLOBAL.USER_ID in(1234, ....

E-Business Suite contains functionality to allow you to do this. The last thing you should be doing is putting in hard-coded lists of user ID's within personalizations as an alternative.
