Should be no impact on database or apps - you will need to test and verify.
After the OS patches are applied, you will need to relink database and Apps binaries

Precaution would be formulating the backout plan incase things doesn't workout as expected. But hopefully there should be minimal impact on DB and Apps.
I would also suggest to have performance benchmarks noted, so that you can compare them with upgraded system

Not much performance issues. Again it depends on many factors.
HW sizing, users / transactions. Better go through change management control process.

It is good to test it out on the production-like instance before upgradation OS of Production instance. You will need to check performance (important) and quick testing(no extensive testing required) of other functionalities. This is to ensure there is no surprise in store for you in your production.
