Pl post OS details. If Unix, are SMTP services enabled on the server ? Are you able to send an email successfully from the OS ?
Sendmail settings. Sendmail is either not enabled or a firewall is interfering with it processing the mails.
yes, we are able to send emails from linux server...
also, mails are processing from inbox always but all of sudden its stops..... we need to rebuild mailer queue many times at least 3 times a week.
we wanted to avoid this situation.

I am observing this since last one year but SSL was enabled recently and the error was there before as well.
we have multiple web tiers but concurrent tier is only one. we simply rebuilding mailer queue, but still dont know when the mails processing stopped and what error was there in logs when issue started initially.
i am not much good to understand work flow logs so still trying to resolve this issue permanently and to determine the root cause when exactly issue is starting.
If SSL was enabled and you have multiple app tier VMs, then you also have a loadbalancer. Solutions #1 and #2 noted above are a must in this situation.
I will check the document provided earlier....
Not sure if its VM or not.... but all i know we have one conc tier and two web/forms nodes and physical servers.

They should be defined in FND_USER table - correct them thru the User --> Define form

because some times in my FNDCP* log files it shows ... so not sure which email has problem
