Did you fully complete the previous adop patching session? If you type adop --status does it show a fully completed previous cleanup and fs_clone patching sessions? When you run adop phase=prepare normally, you should see creation of the patch edition and see autoconfig run on the patch fs.
If you are running on a adop on a virtual machine, setup rngd to incease kernel entropy and improve adop/java performance.

Why it create patch edition while its already exist and it take about 40 minutes? Thats normal?
The patch edition is a database construct which allows online patching to update code while users are using the system. The patch filesystem is the applications code on the applications tier which gets patched during adop sessions. Completing a full adop patching session in 12.2 takes much longer than on 12.1, but the actual cutover step which incurs the outage can be much shorter than on 12.1.
