Not possible in FDMEE yet.
You can only control that via event script so if they select the wrong mode you show them a message and stop the process
Can you please help on this to show a message and stop process.
I can guide you, think that fdmContext stored the export mode.
Then before you export data (event script BefExportToDat) you can check that value and raise an exception in case any of them.
Start writing your script, bit a bit.

Another option is to use an FDMEE batch to control the export mode and other aspects of the data load. Then rely on location/role-based security to control the user's access, i.e. allow the user to run the batch but not the data load rule.
Create a batch in FDMEE > Setup > Batch Definition. Add the data load rule to the batch. Then set the batch parameter for Export Mode to Store or Replace.
