Perhaps someone else can help you with your exact query but I had a similar issue and as a workaround I used a SQL Statement Script called from the alert which kicked off the concurrent program using fnd_request.submit_request.
Submit the concurrent request attached to the program and the test if the values are populated.
Thank you for your reply. My first try was SQL statement script. However I had the same problem there as well. Action log of the alert used to show the entire code . Values were not parsed .
