Does the FDMEE user you are logged with have access to Planning app?
Did you check the FDMEE server logs?
If it is not down to provisioning If you look in <MIDDLEWARE_HOME>\user_projects\domains\EPMSystem\servers\ErpIntegrator0\logs\aif-WebApp.log
You will see the point where it tries to connect to planning

There will be errors generated after that point if it can't connect
A bug has been reported by Oracle for this issue where they asked to apply the Patch.
