To "see" data in Oracle Apps views you need to set the org context.
Example setting org context in 11i:
BEGIN dbms_application_info.set_client_info(&org_id); END;
Example setting context in R12
BEGIN mo_global.init('AR'); /* mo_global_set_policy_context(access_mode [, org_id]) */ mo_global.set_policy_context('S','&org_id'); END;
S: Single ORG_ID
M: multiple ORG_ID's
org_id only required if p_access_mode == 'S'
Put either of the above sql, with hardcoded org_id, (Not the substitution variable &org_id), in a login.sql script that gets called from within sqldeveloper if you want it to be set up automatically. For example

I have verified the action plan and did not work . Even I have reinstalled SQL developer still same issue .
have you consulted your APPS DBA?
if you run a SELECT * FROM mtl_item_categories_v; in SQL*Plus - what do you see? We're just showing you the data returned from the Database for your object/query.
Issue got resolved after changing language .
Tools>Preferences>Database>NLS>Language > American .
It was English changed to American and it worked .
