Your provided link is nice but they aren't for APEX 5.1. Though I will try to implement link 1 for point 1 but link 2 isn't applicable for me for point 2.
I found a sample at apex 5.1 named: Sample Reporting but not get any clue for the summary (Drill Down Report)
Any Help ?

Must do as developer user..
For you point 1 try
1. Action >> Data >> Aggregate >> sum
then Save for all your .
For you point 2 try
1. Action >> Format >> Aggregate >> sum then
2. Action >> Save Report >> As default Report Setting >> Default Report type > Primary >> Apply

No it's not possible in general.
One simple way is to done by base query and a UNION ALL query for your formula if you have only one record.
This will make two records in display.
