One more update:
When using the direct link (https://xxx.com/analytics/saw.dll?bipublisherEntry&Done=%2fanalytics%2fsaw.dll%3fAdmin&Action=admin) to the section I receive the information that my weblogic admin user does not have the propper rights:
Make sure in your Application Policies for Administrator Application Roles(BIAdministrator or BIServiceAdministrator or your custom Admin Role) of which Weblogic user is part of has below Admin Policy assigned related to BI Publisher Administration Page.
oracle.bi.publisher.administerServer (Enables the Administration link to access the Administration page and grants permission to set any of the system settings.)

Make sure that your Administrative Role is having all the Admin Privileges assigned and your Administrative user is part of Administrative Role.
FYI, Permission for Repository access is
oracle.bi.server.manageRepositories (Grants permission to open, view, and edit repository files using the Administration Tool or the Oracle BI Metadata Web Service.)
