Please consider using ADF Desktop Integration. It has a wide set of features that allow manipulating data from a DB within Excel. There are some features to support your use case. Oracle ADF Desktop Integration
I guess the question is what are you doing in excel?
If its reporting, the new Insights area should be able to help you, or at least filter the data to the relevant information which you could export.
If you're manipulating/processing it, you could use Update Rules and the Contact Washing Machine app in Program Canvas to do it.

A database-like or development environment wouldn't really work for us... it has to be a turnkey desktop-like solution.

Reporting is one use case, but with the need to process external data which will act as filters. And simply bumping the entire database against other data sources (usually static flat files, now becoming huge) is another use case.
I would like to know what, apart from reporting, you are doing with the data in Excel. If you could list the types of things you need to do that has now become tricky in Excel, I will see if there are simple solutions, or if a tool could be a solution.
