The difference between deactivate and terminate is described in the online documentation for that form:
Deactivate concurrent manager Deactivates the manager. All requests (concurrent programs) currently running are allowed to complete before the manager shuts down. A manager will not restart until you select the manager and choose "Activate concurrent manager".
Terminate requests and deactivate manager All running requests (running concurrent programs) handled by the manager are terminated. Once deactivated, a manager will not restart until you select the manager and choose "Activate concurrent manager".

To answer your question, deactivating or terminating the Standard Manager from the form is not the same as running adcmctl.sh from the command line. The script adcmctl.sh stops/start all concurrent managers including the internal manager. Using deactivate or terminate on a specific manager only stops/starts that specific concurrent manager. If you deactivate or terminate the Internal Manager form the forms, you cannot restart from the forms and must restart from adcmctl.sh.
