Contractual questions - talk to your Oracle Account Manager.
SQL Developer will let you touch things you're not supposed to - just as SQL*Plus will - but our GUI features for things in the Diagnostic and Tuning packs will prompt you before using them.
- SQL Tuning Advisor
- Real Time SQL Monitoring
- AWR, ASH, ADDM

well my question should have been done into another section as it is not related specifically to sqldeveloper.
However as i can see from: https://docs.oracle.com/database/121/DBLIC/editions.htm#DBLIC109
I should not be able to use Tuning and diagnostic packs on a SE2, so there should be no "risks" using sqldeveloper on a SE2.
Or maybe i'm missing something there...
