Page navigation template(for menu) in adf 12 c in JDeveloper and ADF

Hi,

I am using Jdeveloper 12.2.1.2. I want to create Page navigation template in my project, I am not getting idea to how to do that.

Requirement is like page template contains header, footer and middle 2 sections left and right pane,

Left section is containing tree menu and right section renders depending upon menu selection(menus are coming dynamically).

Can any one help on this?

Need menu structure as shown below.
