The format mask for the FND_STANDARD_DATE data type is “YYYY/MM/DD HH24:MI:SS”. As a result, PLSQL procedure will receive a value like ‘2017/07/14 00:00:00’ as the date.
while querying from backend we need to pass '2017/07/14 00:00:00' and not '14-JUL-2017' format

Similarly, once you pass in dates in this format you would tend to use fnd_date.canonical_to_date and fnd_date.date_to_canonical for conversion between date and varchar2 types.
u mean can I use fnd_date.date_to_canonical directly instead of using the to_date and to_char
