What FMW components you have running in your domain? Seems like it is WebCenter Portal and not SOA Suite. If this is, so I believe you should ask the question in the relevant OTN Community.
Apart from this here are my two cents:
1. MDS stores (for WebCenter Portal) user personalization settings which might consume the space. Otherwise put, MDS may contain data that is not purgeable.
2. After purging you might not look at the proper number showing the actual table size. Please, refer to this for more info on the table size - https://asktom.oracle.com/pls/asktom/f?p=100:11:0::::P11_QUESTION_ID:266215435203 . You need to get the total number of allocated blocks for the table and subtract the blocks that have never been used to get the actual number of blocks containing data.
Our application is running on Weblogic11g, Webcenter 11g & ADF. We tried to purge the mds data which is older than 1+ days, even then the tablesize is not coming down. Current size is around 183g.

Can you see rows of this table actually deleted?
Get the row numbers before and after purging.
Did you try deleting via EM System MBean Browser (under oracle.mds.lcm)?
