This is only one way to accomplish what you are trying to do but it is probably the most straight forward method I have ever used.

Another option, but a bit ugly, is to call the report page with a default filter that doesn't return any rows. See:

We are using APEX 5.1.1.00.08
We have a requirement in Interactive Report where the page should return blank without initial result set.
- After the user enters the filter condition and clicks apply
- The result should be displayed.
This method doesn't require any extra application components, only an additional predicate on the report query: run Interative Report only if search/filter values are entered.
Modify the REGION_NAME condition to reference the title of the required IR region. (Use a condition based on a static region ID if the region title is dynamic or translated.)
